Sherry Picard serves as the Supervision and Risk Coordinator for the Federal Reserve Bank of Dallas. In this capacity, she provides leadership and counsel to the examination staff in the Consumer Affairs unit to ensure examination staff are properly trained and experienced in fair lending and UDAP matters,and are executing fair lending examinations properly in the Eleventh district. Ms. Picard joined the Federal Reserve in 2013.

Ms. Picard has over 25 years of experience in the financial services industry serving in regulatory, auditing, and consulting matters; and serving in various retail banking positions. Ms. Picard holds a B.A. in Business Administration degree from University of Washington, is a CPA, a commissioned National Bank Examiner with the OCC, and holds a CRCM designation.

The presentation will provide an overview of the risk-based approach that examiners use when assessing a lender’s compliance with the Equal Credit Opportunity Act (Regulation B) and the Fair Housing Act (FHAct), highlighting the most common fair lending risk factors such as redlining, underwriting, and pricing. The presentation will also provide best practices to mitigate fair lending risk including but not limited to: Comprehensive policies and procedures; clarity of underwriting criteria and pricing structures; and, effective monitoring programs.

Jerry G. Sanchez is Senior Counsel in the Dallas office of Dykema Cox Smith where he provides legal and bank regulatory counsel for banks and financial services companies. He previously served as FDIC Regional Attorney, Assistant General Counsel with the Texas Department of Banking, and Senior Attorney with Brace-well & Giuliani LLP. He is a graduate of the University of Texas School of Law and the Southwestern Graduate School of Banking at SMU.

Mr. Fields has served as the Dallas Region’s Fair Lending Examination Specialist (FLEXS) for the FDIC since January 2004. He is a 21‐year FDIC veteran, beginning his tenure with the FDIC in the Little Rock, Arkansas Field Office in August 1993. Mr. Fields gained his Commissioned Examiner status in that office in September 1996. After being promoted to a Senior Compliance Examiner in September 1998, Mr. Fields served in that role within the Little Rock and, subsequently, Dallas, Texas Field Office, until being promoted to his current position. In addition to his current duties, Mr. Fields has served as a lead course instructor for FDIC’s Corporate University’s Fair Lending School in Washington, D.C. since January 2006, having taught numerous classes since that date. Mr. Fields hails from Dallas, Texas. He is a graduate of East Texas State University (now Texas A&M – Commerce), Commerce, Texas, where he earned a B.B.A. degree in Marketing/Finance.
